The road ahead for drivers has significantly improved courtesy of stricter adherence to safer work schedules. That’s according to provisions in the revised electronic logging device (ELD) mandate.
While the bulk of these federal regulations oversee how hours of service are logged, recorded and transmitted to fleet offices and agencies, the ELD mandate also prevents harassment of drivers and provides safeguards against unreasonable or illegal demands from fleet managers.
This mandate was first instituted December 2015, began enforcement December 2017 and was ultimately revised December 2025.
What is the New ELD?
In December 2025, the U.S. Department of Transportation (DOT) unveiled new standards for the ELD vetting process. An initial ELD review now verifies contact information and technical specifications as well as the device’s images. New fraud protection measures now require cross-referencing applications against active, inactive, revoked and in-process lists.
Lastly, the DOT now categorizes applications using the following metrics:
- Category 1 – Approved: Application has met all necessary requirements for approval.
- Category 2 – Information Requested: Application is pending further information from the applicant.
- Category 3 – Further Review: Application requires additional internal assessment and may require additional documentation from the applicant.
- Category 4 – Denied: Application does not meet the required standards for approval.
The DOT also maintains a list of current registered and revoked ELD that shares the device name, model name, software version, ELD identifier and associated company.

What are Some Common ELD Exemptions?
Most commercial motor vehicles (CMV) manufactured in the 21st century are required to integrate ELDs into engine design. However, the DOT has extended two notable exemptions to general vehicles classes. Driveaway-towaway operations are not required to use an ELD, provided the vehicle driven is part of a shipment. The second exemption is more broad: All CMV models dated to before the year 2000 do not require and ELD. Nonetheless, fleets are still permitted to install an ELD in pre-2000 models if operators determine such steps are necessary.
If a CMV registration in dated to 2000 or newer and the vehicle was built without an electronic control module (ECM), it is still regulated under the ELD rule. CMV engines that cannot support an ECM or provide the required parameters must use an ELD that does not rely on ECM connectivity. The Purpose of an ELD
Since the inception of the ELD mandate, experts say the requirement restricts the ability of fleet managers from skirting federal rules for the sake of expedience by using technology to harass drivers.
The mandate prevents fleets from using information gathered from ELDs or other monitoring technologies to compel drivers into overlooking federal requirements, which may include exceeding the maximum allowed road-time limits.

- The device should have a “mute” function to prevent noise while the driver is in the sleeper berth
- When a driver is in personal conveyance, the GPS location captured is for a larger area than when the vehicle is being operated in commerce (10-mile radius instead of 1 mile)
- Driver must certify any edits made by motor carrier management
- Driver has access to all their logs
